ACT Local Government Community Facilities Policy Update: Gungahlin and Belconnen Residents to See New Services from 2027

The ACT Government has released an updated timeline for the Local Government Community Facilities Policy, shifting completion dates for several infrastructure items in Gungahlin and Belconnen. The changes directly affect ratepayers in those districts through revised opening schedules for community centres, waste transfer stations and local parks.

This update follows the tabling of the 2026-27 ACT Budget Papers, which allocate funding across multiple financial years. Local government functions in the ACT combine territory and municipal responsibilities, so the policy sets out when residents can expect physical changes to services rather than abstract announcements.

Service rollout dates for northern suburbs

Residents in Gungahlin will see the new waste transfer station at Mitchell Road open in the third quarter of 2027, replacing the current limited hours at the temporary site. Belconnen households gain extended library hours at the refurbished Emu Bank facility from January 2027, with the government stating that 12 additional public computers will be installed by that month.

The policy document lists specific project milestones. Stage one of the Gungahlin district park upgrades, including new playground equipment and lighting, is scheduled for completion by October 2027. Belconnen's local road resealing program, covering 4.2 kilometres of streets in the suburb of Kaleen, begins construction in February 2027 according to the same schedule.

The 2026-27 ACT Budget Papers record $62 million committed to these local facilities across the forward estimates. This figure covers capital works and operating costs for the listed projects, with annual reporting required to the Legislative Assembly on progress against each milestone.

Public information sessions on the revised timetable are expected to begin in September 2026 at Gungahlin and Belconnen community centres. The government states that final completion reports for each item will be published on the ACT Open Data portal within three months of each project finishing.
